Immediate coverage

Short-term measures can keep a roster functioning when workforce pressure is urgent. They are often necessary, but they do not automatically resolve the underlying vacancy.

Recurring pressure

Repeated short-notice coverage can create ongoing premium expenditure, orientation burden, workforce discontinuity and persistent management effort.
